OUR CONSTITUTION
We the entire member of MOWE COMMITTEE OF FRIENDS 2020 having fully resolve to come together to achieve the above mission, therefore agreed and confirmed ourselves to this constitution.
1. Membership: all new members must fill and submit membership form with a registration fee of ₦20,000.00.
2. Before a new member is admitted, he will undergo screening and must be recommended by an old member.
3. Any old member whose (male) child or children is up to 18 years and the child or children are interested can become our member after undergoing screening.
4. A member can be suspended or dismissed if a. Convicted by law b. Engaged in fraudulent activities c. Bring shame to the association.

To be eligible for an office, a member
i) Must be a financial member of the club.
ii) Must have pay all his dues up to date.
iii) Must have been attending meetings regularly i.e. 8 monthly meeting within the last 12 months.
iv) Must have been duly nominated by at least two (2) financial members.
i. PRESIDENT:
a) He shall preside over all the meetings of the association through the general secretary
b) He shall be one of the signatories o the association account
c) He shall be head of the administration of the association
d) He shall have authority of casting a vote where there are difficulties in getting simple majority to take decision over an issue by voting.
e) He shall sign all membership certificates; identify cards and minutes of meeting after adoption.
f) He shall enforce and protect the constitution, and resolution for the benefit of the general member.
g) The president has the final say on any issue being deliberated upon
h) The president shall represent the association at all levels.
i) He shall appoint members to committees and designate committee chairs and vice chairs, subject to confirmation by a majority vote of the executives and general house.
ii) VICE PRESIDENT:
a) He shall act for the president in his absence.
b) He shall carry out any assignment given to him by the president.
c) He shall be appointed by the president to chairman a special committee where necessary.
NOTE: In the absence of both the chairman and vice chairman, the house shall nominate any member of the executive to preside over a meeting.
iii) GENERAL SECRETARY
a) He shall be the head of all the association’s secretariat Administration
b) He shall call/summon meetings; keep proper records of the proceedings/minutes of all meetings.
c) He shall ensure that decisions, orders and regulations are satisfactorily carried out
d) He shall prepare a comprehensive annual reports for the general progress of the association during the year
e) He shall be the custodian of the association’s constitution and common seal.
f) He shall keep the attendance of all member at the meetings
g) He shall ensure prompt circulation of notice of meetings, circulars of emergency meetings to all members.
h) He must be one of the signatories to the association’s account.
i) All association’s correspondence shall pass through him
j) He shall have an impress for the running of the secretariat duties of the association not exceeding ₦1,000:00 and should be properly accounted for.
iv) ASSISTANT GENERAL SECRETARY
a) He shall assist the general secretary and act in his absence
v) TREASURER
a) He shall one of the signatories to association’s account
b) He shall deposit all money received within 48 hours to the bank.
c) He shall not pay out any money without the approval of the president or the association.
d) He shall be responsible for deposit of any incoming cheque, bank draft or money order issued in favours of the association.
vi) CHIEF WHIP
a) He shall see to the smooth running of the association during meetings and other engagements
b) He shall ensure discipline at all time during meetings and outings
c) He will check the late coming and absenteeism and collect fines imposed on defaulters by association.
d) He shall refer any defaulter to the disciplinary committee
e) He shall be one of the members of the disciplinary committee
vii) SOCIAL SECRETARY/PRO
a) He shall be responsible for all kinds of social activities in and out of the association and see to the welfare of the members present.
b) He shall be the custodian of the association banners.
c) He shall be the head of the social committee if set up
d) He shall liaise with the president on social and cultural development
e) He shall however assist the host at each occasion
f) He present a report to the executive on every social activities carried out.
g) He shall give the club adequate /necessary publicity
h) Recommends useful opinion on publicity to the executives
i) He shall carry out any other assignments assigned to him by the executives.
viii) FINANCIAL SECETARY
a) He shall be responsible for collection of dues and other money payable to the club and shall handover same to the treasurer for safe keeping into the association account.
b) He shall be one of the signatories to the association account
c) He shall be responsible for keeping proper records of all income and expenditure of the association.
d) He shall prepare annual financial statement of association account.
e) He shall be responsible for collection of any incoming cheque, bank draft or money order issued in favour of the association.
f) He shall on the demand by auditor appointed by the association, produce account books and document for inspection.
a) The committees of the club shall include the following but not limited to:
i) Screening/Admission committee
ii) Constitutional /Review committees
iii) Disciplinary committee
b) Any other committees shall be created upon the request by the whole house; all committees set up shall have chairman and secretary.
c) Members of any of the committees created shall be required to subscribe to the oath of a member. All committees stand dissolved by the decision of the general house.
d) All committees report should be type written and in duplicate.
II) FUNCTIONS OF THE COMMITTEES
a) SCREENING/ADMISSION COMMITTEES
i) The screening/Admission committee shall see to the admission of any new members in fulfillment of all the requirements on membership as stated in the association constitution and other related matters concerning the admission to the association.
ii) The committee shall consist of 3 or 5 members
iii) The committee members shall exist for 2 years unless otherwise objected by 2/3 majority members of the association. However, a change in any member of the committee may be granted if a vote of no confidence is passed in writing by at least majority members of the association through the general secretary.
iv) Simple majority of its members shall form the quorum
b) CONSTITUTIONAL REVIEW COMMITTEE
i) The committee shall be set up to review the constitution of the association on request by the members
ii) The request as stated in one(i) above shall be in writing duly signed by at least two-third (2/3) of the members of the association through general secretary
iii) The members of the committee shall not be more than 3 or 5.
iv) The life span of the committee shall not exceed three (3) months.
c) DISCIPLINARY COMMITTEE
i) The committee shall consist of five members (5) including the vice President, the chief whip and three other members.
ii) The committee shall have power to recommended disciplinary measures against any members who contravened any part of the association’s constitution.
iii) The committee shall pass on their recommendation(s) on any member found guilty of any offense in writing signed by committee member to the general house.
iv) The committee shall recommend for the purpose of reward of officers or members of the club who deserve merit.
There shall be a general election after the expiration of the terms of office.
Changing of officer shall be in every two years
Any member willing to contest for any post should obtain an application form as stated.
All elections shall be by secret ballots shall be one member one vote.
All members are eligible to vote and to be voted for except the non-financial member i.e Debtors.
Results of any election shall be counted and release immediately after the election by the returning officers.
Any members who has not been confirmed or with the certificate of membership or on probation is eligible to vote but cannot be voted for.
Any aspirants/contestants with highest member of votes cast shall be declared the winners.
TERMS OF OFFICE
– The terms of office shall be two (2) years from the date of election.
– All officers of the club shall be eligible for re-election to the same office in which he has served or any other office.
All financial members shall be entitled to all benefits and privileges on
i) SOCIAL ENGAGEMENT:
a) MARRIAGE / HOUSE WARMING
i) If a financial member or a financial member’s sons or daughters is getting married, if he duly informed the association, such member will be entitled to a sum hundred thousand naira only (₦100,000:00)
ii) Members shall endeavor to attend such ceremony; failure to attend shall constitute a violation of the association constitution except on genuine permission.
b) DEATH OF MEMBER’S PARENT / IN-LAWS
i) If a financial member parent or in-law dies and he duly informed the association, such member will be entitled to a sum hundred thousand naira only (₦100,000:00)
ii) The association through its member shall arrange transportation to and fro.
iii) Members shall endeavor to attend such ceremony; failure to attend shall constitute a violation of the association constitution except on genuine permission.
II) PERSONAL ASSISTANT WHERE NECESSARY
a) SICKNESS
i) If a financial member is sick and hospitalized members of the association shall endeavour to pay him a visit at the hospital or home.
ii) Such member shall be given the sum of ten thousand (₦10,000:00) for his provision.
iii) Depending on the seriousness of the ailment the executives shall met and take decision.
b) DEATH OF A MEMBER
If a member of the club dies, the club shall take active part in ensuring a befitting burial for such a member in the following ways.
i) As soon as such information is received the secretary will immediately summon an emergency meeting to that effect.
ii) A compulsory level to be approved by the association shall be imposed on every member towards the burial expenses, and transportation to and fro the venue of such burial.
iii) The sum of hundred thousand naira (₦100,000:00) shall be given to the next of kin of the deceased to help defray expenses on the burial.
iv) The association shall support the family and provide an ambulance to convey the deceased to the burial location.
v) Members shall endeavor to attend such ceremony; failure to attend shall constitute a violation of the association constitution except on genuine permission.
NOTE: if the deceased member is indebted to the association, the debt shall be deducted from the entitlement due to the deceased next of kin.
The source of income for the club shall be derived from the followings.
- Application form
- Membership enrollment fee
- Monthly contribution
- Development levy when necessary
- Fines and other Fees
- Voluntary donation fro in and out of the association
- Proceeds from any commercial ventures
- Identification/ membership card fee
- Loan or overdraft from bank.
- A copy of the constitution shall be sold to every member.
1) Lateness to meeting beyond 30 minutes without prior notice attracts penalty of (₦1,000.00)
2) Absent from 2 consecutive meetings without permission or notice to members attracts fine of (₦2,000.00)
3) It is an offense to watch television, pressing of phone, listening to music during the meeting, and the likes attract fine of (₦1,000.00)
4) It is an offense to use abusive language, side talks, un-ruling response, and the likes attract fine (₦2,000.00)
5) On no condition shall any member leave the meeting or any association function without permission from either president or social secretary/PRO, or the chief whip and the likes attract fine (₦2,000.00)
6) On no condition shall any member leave the meeting or any association function in annoyance or angrily and the like attract a fine of (₦5,000.00)
7) An act that disrupts the meeting or lead to general provocation, disturbance, and abort of meeting warrants punishment of payment of 5,000 fine, suspension or dismissal depending on the nature of the disturbance.
8) No member(s) or Officer(s) shall for any offense be suspended, expelled or removed without the approval of the general house at the meeting. But, if a vote of no confidence is passed on such member/officer by two-third (2/3) majority member present at the meeting such member or officer shall be asked to resign his membership or post, and bye election will take place thereafter.
1. All members agree to uphold the rules of the association above personal interest.
2. All members agree to work for the progress and development of the association.
3. All members agree to conduct himself in a dignify and reputable manner at all times.
4. All members agree to support each other and love one another as one.
5. All members agree to contribute financially whenever the association calls for contribution or donation.
6. All members shall ensure meaningful contributions to the association’s growth and development.
7. All members shall not in any way undermine the association or bring the name of the association to the mud.
8. All members agree to accord due respect to the office of the elected executives from the President to all the executives having been charged with responsibility of leading the association.
- Any officer shall hold office for not more than two years per term
- An officer that has served for two consecutive terms in an office may re-contest for the post only after staying out of the office for two years.
- Cooperative savings is optional and not compulsory.
- The amount payable is flexible that is, any amount.
- You can pay savings any day and anytime.
- You can take a loan of times 2 of what you have saved
- Loan can be given after 6 months.
- Interest on loans will be determined by members
- Re-Payment is monthly basis and maximum of 12 months.
- Defaulters: the money you have will be used to pay off your loan and if it is not enough, members will agree on what to do to get the balance back.
- A member that needs loan needs at least 1 member to guarantee him.
- A member can withdraw part of his money or all his money at any time.
- Loan cannot be accessed unless you are not on loan or you have finished paying the loan that you took.
a) PHYSICAL MEETINGS
Meetings shall be held on every third Sunday of every month, meeting commences at 2:00pm prompt, emergency meeting be summoned by the general secretary on the instruction of the president or vice president in the absence of the president.
b) ON LINE MEETINGS
1. Our meeting can be held virtually through electronic means eg. WhatsApp, Zoom, google meet or any other electronic means agreed upon.
2. Any meeting held virtually becomes legitimate and carry the same weight as the one held physically.
3. Decisions reached through the online meeting, WhatsApp and the rest remains binding.
c) QUORUM
i) The meeting of the association shall deemed to have form a quorum when at 2:30pm not less than twelve (12) of its members are present.
ii) The business of the executive member shall commences when four (4) of its member are present.
AMENDMENTS
This constitution or any part of the same may be alter, amended, suspended, added to or replaced by the annual general meeting after 21 days notice, and after a resolution to that effect has been adopted.
A member proposing to move the amendment of the constitution shall give notice of the proposed resolution of the amendment to the general secretary at least 90 days before the annual general meeting.
The general secretary shall notify all financial members (per circular) at least 30 days before the general meeting.
The general meeting shall have power to accept, reject, defer, and amend the terms of such resolution if it is in the interest of the association to do so.
All amendment to the constitution shall be sanctioned by two-third (2/3) majority of the financial members present.

COMMENCEMENT
This constitution shall be deemed to be operational from the date the process of the amendment is completed.
